I had the same problem and stumbled across this thread. Even though it didn’t show up in Apps & Features, the Core for 1.3.2 was still hanging around. Using IOBit Uninstall Utility (as suggested in another thread) I was able to uninstall the 1.3.2 core and then 1.2.1 installed correctly
