Create Project Parameters that are Taggable

I am attempting to create a dozen or so parameters to use for tagging. My issue is that “Parameter.CreateProjectParameter” node seems to create shared parameters that have no home and no way of referencing. This thread is the closest I’ve found that references the problem I’m having (bottom few comments):

Parameter.CreateProjectParameter

This seems to actually create a shared parameter, not a project parameter. When you go into edit parameter, “Shared Parameter” button is toggled and grayed out. Anyone know what’s actually happening here? Revit 2017, and Dynamo 1.2

So I’m wondering, how do you use this node to create parameters that you can reference with a tag? Can I do something with the tag to reference the project parameters? Am I misunderstanding the nature of shared parameters?
