If you aren’t aware yet, the binding settings can be changed in 2023 without admin rights. This isn’t a solution if your team is on 2022 for awhile, but good to know I guess. More here:

What's New for Dynamo in Civil 3D 2023

Civil 3D 2023 is out, and with it come some changes to Dynamo! Although there are no new nodes under the AutoCAD and Civil 3D shelves, you will notice a significant difference in the interface. This is because the version of Dynamo Core that is shipped with Civil 3D 2023 is v2.13, which included a massive overhaul of the Dynamo UI.
