Joint curves that only tangent (not intersect)

Hello everyone, I have some of curves and wanna joint them to get polycurves. The problem that I have had is that Dynamo joint intersected curves (they may joint curves (5 and 12), (3 and 6)). By the image, I want to joint curvers (1, 2, 3, 4, 5) and curves (6, 7, 8, 9, 10 ,11, 12, 13). The oder of curves is random.
