Is there a way to generate points from 3D CAd file using Dynamo and using these point- Can Dynamo generate a surface or a Mass from which the spot elevation point can be picked out???
You can check if BimorphNodes or LinkDWG packages have nodes that would help to meet this goal. But I would suggest to see first on AU if any solution has already been exposed, for instance:
Is there any reason you are not just using the pick reference dwg function for topography creation in revit? Once created, spot elevations on the revit toposurface should be possible.
Otherwise, using the element.geometry node is a good start.

The reason - why i am not using pick refernce is that while using Topgraphy, It cannot create vertical faces.
Like In the images that I have attached - There upstand kerbs all around the surface.
If I use topography - The topography will straight away jump to the next low or highest point.
