I believe winforms have issues in CPython3, so might need to wait on PythonNet or install IronPython2.7 at least. See below post:

for now, there is an issue with PythonNet2, you can use IronPython(2 or 3) or C# instead we will probably have to wait for the integration of PythonNet 3 into the CPython3 engine to resolve the problem strange, if you click on the button it’s works ?
