In from DynamoRevit 2.13 (revit 2023) I can create Nested group in group.
Can be do it in Revit 2021 and Revit 2022?

No - this feature was added in Dynamo 2.13 if memory serves. There are hacky ways to put a group in a group, but typically they cause files to get corrupted so… don’t try them with anything you care about.
