Replace Elevation String Value

I am trying to replace elevation values with blank integers for inches to a zero .

In the above list after the string replace I am trying to get a XX’ - 0". I cant do a pad right since the feet value doesn’t always have 3 characters.

Tried a ReplaceByCondition:
