Update: This worked perfectly for me. We can now have all office-wide users using the same packages, regardless of which PC they sign into.

@oliver.green, Good to hear that is worked for you. I am thinking of having it into DynaStandard with a setting to turn it off/on.
Side note: I wonder if you can delete the two locations(user folder and Programdata) in the list package location list. I have done a basic try and they appear back for me.
I don’t mind the users having their own AppData packages as well. Some users will want to experiment and add packages by themselves. That’s fine for us 
I don’t ever get a ProgramData location though!
No worries just thought i would highlight.
The programdata folder may be a new addition for dynamo 2.5/2.6 because i have seen it in dynamo 2.6?
