Connect surfaces

Hello
I’m trying to offset and connect surfaces. I want to fill in the gaps between the new surfaces, I tried with the surface by union and are able to create one polysurface but I’m not able to offset the new surface. Any one has any suggestions?

This could be an option, but I’m not able to offset the point in the surface direction
