Is there a way to edit the python script to provide the wall layers in fractional inches as opposed to decimal?

Why not make your own Dynamo definition? It will be much easier 
I haven’t looked into this, but you might be able to use the UnitUtils class in the ReitAPI to convert them to fractional.
