Class attributes for description and category work, but setting properties in the Node Model constructor does not

Setting the NodeDescription and NodeCategory attributes works as expected.
If I set the Description and Category properties in the constructor, it seems to have no effect.
How are the properties in the constructor supposed to be used?

And if we have to use the XML documentation format or the class attributes, how can we use localizable strings without getting the compiler error CS0182 - An attribute argument must be a constant expression, typeof expression or array creation expression of an attribute parameter type

I do not think any tooltips are localizable - one size fits all at this time.

I do think that extended help documentation can be though.
