the value of Filter Rule value in dynamo is 23 , while in Revit ?Filter is 7.37 !!!

All of your graph is not visible so it is not clear what is going on, but using the Parameter.Value of 24.200000856637 shown on the left:
24.200000856637 x 304.8/1000= 7.37616
i.e 304.8mm in a foot
Note there are some unit conversion nodes in Dynamo
