Is it possible to maintain rebar constraints using dynamo? Is there any specific packages to achieve this?
The issue arrives when the shape of the rebar host is modified.
For an example can a bar be constrained to maintain a constant offset distance from a face of an opening in a slab, even if the opening is placed close to the edge of the slab and the bar would normally constrain itself to the slab edge.

Not that I am aware of, but you could create said rebar with Dynamo and utilize Element Binding to update the layout fairly easily.

No. Element binding is a feature of Dynamo.
