I think you can do this with just a small shift in your perspective. Rather than using a single Dynamo graph to modify multiple other DWGs concurrently, you can create a graph that works with the active DWG and then run that graph separately in multiple DWGs. You can do that part with the Batch Save Utility, as discussed here:

Hi @Ac.Dynamo, I would recommend using the Batch Save Utility for Civil 3D. You can define a .scr script file that calls AECCRUNDYNAMOSCRIPT, then process a folder of DWGs using the tool.
