I’m trying to place a familyinstance on floorplans but it’s not placed were I want.

The entirety of the Revit API works off of the project’s internal units.
Your measurements appear to be from either the survey or project base point. You’ll need to convert from the file’s internal coordination system to the desired coordinate system to get the values to match.
