I want to add Element references to an Existing Dimension(similar to how in revit we can edit witness line to add new dimensions), I took a look at the API Docs and i couldn’t find any method that Does this, I cannot Recreate a new dimension with the added elements since its part of a multi-Rebar annotation.

You can’t add references to an existing dimension but you can retrieve the references of the dimension, add references, create a new dimension and delete the old one. :
