1- how to create schedule from dynamo?.
2- can I apply filter from dynamo?.

To create schedule you need to access Revit API http://www.revitapidocs.com/2017/ebae79d5-6ac9-1f1a-a29b-3a61046ecebf.htm

And for filtering you can use archi-lab custom package nodes.

Download latest Dynamo daily builds as they have schedule creation nodes. They were submitted here: https://github.com/DynamoDS/DynamoRevit/pull/1318

Filters were not merged in yet, but are on their way:
