List Min and Max Caps

Hello all,

Is there a way to set an min and max cap?

1,2,3,4,5,6,7
Min cap 3
Max cap 6
3,3,3,4,5,6,6

I know this has to be easy but I cannot figure it out.
Thanks for any and all help,
