How to create a list with parameter value and an other with missing value

I’m currently working with a project where i need to create 2 lists one there have a certain parameter filled and another one where the parameter not are filled.

can any of you cool guys help me out?

I found a Way but now a new quistion occured,

is it possible to creat a list, where you take the values you found before and compare the values to a previous list
